AFRICAN DEVELOPMENT BANK GROUP
The African Development Bank (AfDB) is hiring a Senior Education Economist based in Nairobi, Kenya. This is a national position within the Education and Skills Development Division.
Role and Responsibilities:
Business Development:
- – Initiate dialogue on human capital development priorities with governments and stakeholders
- – Create awareness of Bank opportunities among countries and private sector
- – Lead human capital development dialogue for country strategy papers
- – Identify, prepare, appraise and negotiate human capital projects for Board approval
- – Support country portfolio development in education and skills sectors
- – Identify co-financing opportunities from Bank instruments and external partners
- – Seek opportunities for public-private partnership and private sector operations
- – Integrate human capital into other sector operations like transport, energy etc.
Portfolio Management:
- – Facilitate timely project start, orientations and launches
- – Lead implementation, supervision, reviews of approved operations
- – Review procurement processes and provide technical support
- – Assist with disbursements and follow-up on reports from executing agencies
- – Draft communications on audit findings and follow-up on recommendations
- – Maintain project records and documentation in Bank systems
- – Support documentation of best practices and human-interest stories
- – Collaborate with other ongoing Bank projects in the sector
Knowledge Work:
- – Undertake analytical work and provide technical guidance
- – Lead economic sector work to provide data for key Bank processes
- – Review and provide input on project documents, studies and reports
- – Provide input for Bank publications, briefings and status reports
- – Collaborate with partners to identify synergies and avoid duplication
- – Maintain government engagement at strategic levels on policy dialogue
- – Represent the Bank at technical meetings and events
- – Identify, recruit and manage consultants as needed
Requirements:
- – Master’s degree in Education, Economics, Social Work, Business, Development or related
- – 5+ years of professional experience in TVET, higher education and skills development
- – Specific expertise in implementing donor-funded education/skills infrastructure projects
- – Previous experience in multilateral institutions or large organizations
- – Strong planning, strategic thinking and analytical skills
- – Knowledge of social, economic and environmental development issues in Africa
- – Ability to interact effectively with governments and donors
- – Experience working in a multicultural team environment
- – Excellent verbal and written English and working French
- – Proficiency in Microsoft Office; knowledge of SAP desirable
