The International Fund for Agricultural Development (IFAD) is seeking a talented and experienced Project Procurement Officer to join their team in Nairobi, Kenya. Position Overview:
The Project Procurement Officer will play a crucial role in ensuring IFAD’s programmes and projects align with the organization’s procurement policies and procedures. This position requires a strategic thinker with strong analytical skills and a deep understanding of international development procurement practices.
Key Responsibilities:
1. Strategy and Effectiveness Management:
- – Support procurement management execution by country programme teams
- – Ensure compliance with IFAD’s procurement guidelines and handbooks
- – Provide oversight for project procurement activities by IFAD borrowers
- – Identify bottlenecks and propose solutions for procurement challenges
2. Project Procurement Management:
- – Promote IFAD’s project procurement oversight function
- – Draft high-level documentation for various IFAD units and governing bodies
- – Provide policy support and guidance on procurement practices
- – Manage and record modifications to IFAD’s project procurement framework
- – Support the Project Procurement Prior Review Committee
- – Contribute to resolving procurement issues and complaints
3. Operations Support:
- – Assist in elaborating concept notes and country strategy opportunities
- – Provide strategic support during project design, supervision, and implementation
- – Advise on market analysis and outreach strategies
- – Monitor procurement performance across the portfolio
- – Prepare regular procurement reports highlighting risks and proposing improvements
4. Capacity Building:
- – Assess training needs for IFAD staff and project team members
- – Provide training on project procurement management and risk mitigation
- – Support the organization of project start-up workshops
- – Contribute to knowledge sharing on current trends in international public procurement
5. Partnership Building:
- – Promote constructive dialogue on procurement matters with stakeholders
- – Engage in public procurement reforms
- – Maintain a roster of qualified procurement consultants
6. Systems Management:
- – Contribute to the development and roll-out of IT systems for project procurement
- – Monitor and manage procurement data in IFAD’s Contract Monitoring Tool
Requirements:
- – Advanced university degree in business administration, public administration, law, commerce, finance, or a related field
- – Minimum of 5 years of progressively responsible experience in project procurement activities within an international organization
- – Proven record of supporting and delivering complex procurement programmes
- – Relevant field experience in developing countries
- – Excellent command of English (written and spoken)
- – Proficiency in French, Spanish, or Arabic is highly desirable
- – Strong analytical and problem-solving skills
- – Excellent communication and interpersonal abilities
- – Proficiency in Microsoft Office suite and procurement-related software

Location and Duration:
This position is based in Nairobi, Kenya, with a contract duration of 2 years (renewable based on performance and organizational needs).
