PSSF is seeking an experienced Principal Investment Officer to join their dynamic Finance & Accounts Department. This role presents an exciting opportunity for a seasoned investment professional to make a significant impact in managing and growing the fund’s investment portfolio.
About the Role:
The Principal Investment Officer will play a crucial role in overseeing the fund’s investment strategies, portfolio management, and ensuring compliance with regulatory requirements. Key Responsibilities:
Investment Management:
• Coordinate portfolio construction and strategic asset allocation
• Monitor portfolio performance and ensure compliance with laws and regulations
• Identify and analyze new investment opportunities
• Ensure availability and proper allocation of investment budgets
Financial Oversight:
• Monitor cash flows and manage surplus fund transfers for investment
• Analyze and review investment service provider fees
• Prepare detailed approval memos for financial decisions
• Conduct and oversee actuarial valuations
Strategic Planning:
• Drive the development of key policy documents, including:
– Investment Strategy
– Investment Policy
– Interest Declaration
– Reserve Allocation Policy
Stakeholder Management:
• Coordinate with consultants for actuarial valuation data collection
• Monitor and manage relationships with investment service providers
• Review and analyze technical specifications for service provider contracts
Required Qualifications:
Education:
• Bachelor’s degree from a recognized institution in one of the following fields:
– Finance
– Investment
– Actuarial Science
– Economics
– Accounting
– Related disciplines
Experience:
• Minimum nine (9) years of cumulative service experience
• At least three (3) years at Senior Officer level (Grade PSSF 6) or comparable position
• Demonstrated track record of successful portfolio management
Professional Requirements:
• Active membership in good standing with recognized professional bodies such as:
– CIFA
– CFA
– Other relevant professional organizations
• Management training course (minimum 4 weeks) from a recognized institution
Technical Skills:
• Advanced proficiency in computer applications and financial software
• Strong analytical and financial modeling capabilities
• In-depth knowledge of investment strategies and market analysis
Additional Requirements:
• Must fulfill requirements of Chapter 6 of the Constitution
• Proven track record of exemplary work performance and results
