Job Description

The World Health Organization (WHO) is hiring a Procurement Officer to support the effective delivery of procurement services for the Health Emergencies Programme in the East and Southern Africa (ESA) hub.

Objectives:

The role will contribute to WHO’s mission of helping countries coordinate international action to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Key Responsibilities:

  • – Plan and analyze procurement actions, contracting issues, and courses of action
  • – Evaluate vendor performance on quality, pricing, delivery, and equipment
  • – Support bid invitations, quotation requests, offer reviews, and contract awards
  • – Evaluate and negotiate with suppliers to meet requirements and accept contracts
  • – Maintain supplier database, evaluate performance, and take action on non-compliance
  • – Draft audit responses and follow up on recommendations related to procurement
  • – Coordinate with teams on shipments, updates, claims for lost/damaged goods
  • – Maintain documentation and archiving system for purchase orders and reports
  • – Advise on technical specifications, templates, approaches, and policies
  • – Conduct e-tender exercises, review offers, and provide input on contract awards
  • – Publish tender documents on United Nations Global Marketplace (UNGM)

Requirements:

  • – University degree in procurement, logistics, business administration, or related field
  • – 2+ years of experience in procurement or related field, preferably in an international organization
  • – Certified training in procurement (CIPS or equivalent) is desirable
  • – Strong skills in services procurement best practices
  • – Excellent interpersonal, negotiation, and change management abilities
  • – Ability to work independently, exercise sound judgment, and collaborate across levels
  • – Strong analytical skills and proficiency in Microsoft Excel
  • – Expert knowledge of English, knowledge of other UN languages is an asset
  • – Thorough knowledge in supply operations and procurement services
  • – Demonstrated organizational skills and ability to meet deadlines
  • – Experience with Oracle ERP or similar packages
