Public Service Superannuation Fund is seeking a highly qualified Senior Legal Officer to join their Legal Department. Position Overview:
The Senior Legal Officer will be responsible for providing comprehensive legal services, managing contracts, and offering strategic legal counsel to protect the Fund’s interests. This role combines advisory responsibilities with hands-on legal work in a dynamic social security environment.
Key Responsibilities:
Legal Advisory Services:
• Draft and review legal opinions on contracts, policies, and strategic issues
• Analyze and communicate new laws and regulatory changes to relevant departments
• Provide strategic legal counsel to management under supervisor’s direction
• Conduct research to enhance legal service delivery efficiency
Contract Management:
• Review and draft both local and international contracts including:
– Loan agreements
– Mortgages
– Pledges
– Guarantees
• Develop and implement contract negotiation strategies
• Create standardized contract templates for Fund-wide use
• Maintain comprehensive contract management database
• Establish and monitor contractual risk register
Compliance & Risk Management:
• Ensure legal compliance in corporate account opening applications
• Monitor legal risks affecting statutory obligations
• Maintain updated industry regulations and directives on Fund’s portal
• Participate in records management for legal documents and title deeds
• Process registration for newly acquired Fund properties
Litigation Management:
• Monitor external counsel handling court cases
• Attend court proceedings and prepare witnesses
• Conduct pre-trial briefings
• Provide recommendations for out-of-court settlements
• Prepare progress reports on ongoing cases
Research & Development:
• Research recurring legal issues in the social security sector
• Participate in legal awareness creation initiatives
• Contribute to development of standard legal formats
• Assist in disseminating relevant laws and regulations
Required Qualifications:
Education:
• Bachelor’s degree in Law from a recognized university
• Postgraduate Diploma in Law from Council for Legal Education
Experience:
• Minimum six (6) years post-admission experience
• At least three (3) years at Legal Officer I level (PSSF Grade 7) or comparable position
• Demonstrated expertise in contract law and corporate legal affairs
Professional Require
ments:
• Active membership with Law Society of Kenya
• Leadership Course Certificate (minimum 4 weeks) from recognized institution
• Fulfillment of Chapter 6 Constitution requirements
Technical Skills:
• Advanced proficiency in computer applications
• Strong legal research and analytical capabilities
• Excellent contract drafting and negotiation skills
• Proficient in legal risk assessment and management
